01 - Preheat your oven to 400°F. Generously grease a 24-cup mini muffin tin with cooking spray or oil to ensure the bites do not stick.
02 - In a large bowl, combine the thawed hashbrowns, shredded cheddar cheese, crumbled bacon (if using), green onions, chives, eggs, sour cream, garlic powder, onion powder, salt, and pepper. Mix thoroughly until all ingredients are evenly distributed.
03 - Spoon the mixture evenly into the prepared muffin tin cups. Gently press down on the mixture with a spoon or your fingers to compact each portion.
04 - Bake for 20–25 minutes, or until the tops are golden brown and the edges are crispy.
05 - Allow the bites to cool in the pan for 5 minutes to set. Carefully loosen the edges with a spoon and remove the bites from the tin.
06 - Serve warm. Optionally garnish with extra fresh chives or serve with a side of sour cream, ranch, or hot sauce.
